[00:16.000 --> 00:35.000] In Serbia, there are 1,500 IT companies employing about 15,000 people. It is no doubt that the sector is driving economic growth. It is also known that Serbia has exceptional experts in this area, as well as the fact that many top experts have gone abroad because they could not find a job here or they worked for much lower wages. [00:35.000 --> 00:55.000] How does the IT market in Serbia look like? Can Serbia, given the potential, become the IT center of the region? We will talk about this tonight with our guests. These are Milan Janković, the director of ATELA, Aleksandra Kostić-Ljubisavljević, a professor at the Faculty of Science, and Milovan Matijević, an IT analyst. At the beginning, briefly, does Serbia have a chance to become the IT center of the region, a kind of Silicon Valley of the Balkans? [01:09.000 --> 01:26.000] Given the fact that the telecommunications market in Serbia is about 5% of GDP and that it is 1.5 billion euros only in services, in any case, there is plenty of room for further development and for young professionals to contribute to further development in this area. [01:26.000 --> 01:43.000] Aleksandra, when it comes to training personnel, do we have potential there as well? Absolutely. I don't think so. We certainly have potential with the previous education system and with the new education system related to high school education. [01:43.000 --> 01:47.000] Milovan, did you have any analysis that you published? [01:47.000 --> 02:05.000] Well, the analysis shows that the potential is enormous, but that the current difficulties are even greater than that. So, when we talk about whether Serbia has a future on the IT map of Europe or to be the regional center of IT, we can say that it is certainly a geographical and geometric center of the region, [02:05.000 --> 02:33.000] but our region shares the fate of the IT sector of the entire region and in these correlations it has not been left behind. However, when we compare the total IT market of Serbia with, for example, the IT market of the Netherlands, the IT market of the Netherlands is 18.5 billion euros, and according to our analyzes, the market of Serbia was 423 million euros in 2011. [02:33.000 --> 02:49.000] So, we have not reached the Netherlands and a half. But this is not our specificity, but the specificity of the region. Serbia has a weaker market than Hungary and Croatia, but a better IT market than Bosnia and Herzegovina, Montenegro, Macedonia, Romania and Bulgaria. [02:49.000 --> 03:17.000] Now, let's see if there are any investors. For example, for the beginning, in Inđi, tomorrow, the long-announced implementation of the largest investment in the IT sector of Serbia will begin. By building an IT technology park on an area of 25,000 square meters, in which, as it is announced, the job will find about 15,000 experts. The value of the investment of the IDIS Embassy Group is about 600 million euros, and in the first phase of the implementation of this project, about 40 million euros will be invested. [03:17.000 --> 03:21.000] This was announced by the President of the Embassy Group, Gitu Virmani. [03:21.000 --> 03:35.000] The project will consist of several phases, and the construction will take place according to one of the most modern world standards in this area. The first phase is planned to be completed in the second quarter of 2013. [03:35.000 --> 03:51.000] The project includes the construction of an office space, class A, of a total of 25,000 square meters, located in four business buildings. It is planned that this park, in the next five years, can expand to 250,000 square meters of business space. Based on our rich experience in India, we are convinced that this business park, the first of its kind in Serbia, will provide such an environment in which large international companies will be able to position their centers of knowledge, in both the interest of industry and local experts. [04:13.000 --> 04:40.000] I am sure that this will be one element that will make us more attractive to large global companies that are looking for destinations for expanding their business, looking for people who will be able to do different parts, different segments of their business around the world, and that this will be an opportunity for our young people to find quality, well-paid jobs in the industry of knowledge, in the economy of knowledge, and to stay and live in Serbia. [05:08.000 --> 05:19.000] Well, we are getting closer to the realization, so for the first time this news was reported in September 2007, and this news is being recycled by some dynamics for a year, a year and a half. [05:19.000 --> 05:33.000] So, let's say, I followed with a lot of enthusiasm how they got into that story in 2007, what was happening next, but after all, years have passed, and we have only reached the stone age. [05:33.000 --> 05:42.000] We hope that in the future, Orthodox and Indian priests will be able to help this investment to survive in full. [05:42.000 --> 05:54.000] Do you really think that this will be a way for all the children who are going to school, last year about 5,000 students were selected for some studies that have to do with this sector. [05:54.000 --> 06:01.000] Will they have a chance to stay here to work, and at the same time to earn well, so they don't have to come from here? [06:18.000 --> 06:35.000] Mr. Irvani commented that India really has a great potential for experts, that one of the main reasons why they decided to invest here, they plan to invest 600 million euros, is precisely our experts. [06:38.000 --> 06:48.000] We have seen, for example, from children from the math gymnasium across the students, that everyone comes with some first places from various world competitions. [06:48.000 --> 07:00.000] Well, you know, you have traditional state universities, when I say old, I mean only according to their tradition, which have already proven to be able to teach high-quality personnel. [07:00.000 --> 07:10.000] And that is not controversial, the fact is that there are now more and more private universities that also teach some personnel from the ICT field. [07:10.000 --> 07:19.000] So now they can also prove themselves, the fact is that the reputation of a state university is not something that can be forgotten and ignored. [07:19.000 --> 07:32.000] We will see, they may be an eventual competitor, but the point is that they certainly have a place and knowledge, competence to show what they have learned and where to place it. [07:32.000 --> 07:36.000] If they have it in Serbia, that's good, if not, they certainly have a place to place it. [07:40.000 --> 07:49.000] In these faculties, which will be more dominant here, they are, let's say, certain technical faculties of various disciplines, probably there should be added economics and law, [07:49.000 --> 07:57.000] because now it is all multidisciplinary, you can't just look at the technique, this puts great obligations on our high school institutions, [07:57.000 --> 08:07.000] but if we talk about these numbers, we will make it very difficult in the next period, but in any case, if this goal is set, [08:07.000 --> 08:11.000] it will be the interest of the younger generation to study these faculties. [09:42.000 --> 09:52.000] It would be very difficult for a small country, it could find a niche, a corner from which it could deal with it. [09:52.000 --> 10:00.000] But you know, this is a fair for television and film and mass communication, [10:00.000 --> 10:06.000] which gives you the latest ideas and the latest news from the same area, [10:06.000 --> 10:15.000] and I think that someone will transfer this technology, it could happen, but it should be very well-planned, [10:15.000 --> 10:18.000] which is a corner from that. [10:18.000 --> 10:23.000] Now, the main topic in this fair is so-called shifting content, [10:23.000 --> 10:30.000] that is, in translation, the change of content, technological, and we have reached a level, [10:30.000 --> 10:37.000] that third dimension is on television and on film, which is the most important technological approach, [10:37.000 --> 10:47.000] and such projective techniques, and of course techniques for content retention, [10:47.000 --> 10:55.000] software, software, computer systems in which all visual programs are included, [10:55.000 --> 11:01.000] and the main thing now is the dominance of this shift in content, that is, the change of content. [11:01.000 --> 11:09.000] Now it changes, you know, because it is integrated, which you know yourself, on the internet, on Facebook, on the internet, on the internet, on television. [11:09.000 --> 11:16.000] Okay, one of the things we're talking about tonight is why so many experts are leaving Serbia. [11:19.000 --> 11:27.000] Well, first of all, I went to post-graduate studies in the 1970s and 1980s, [11:27.000 --> 11:37.000] and I decided to finish post-graduate studies, and then I stayed in different places, [11:37.000 --> 11:42.000] I was not only in America, I was in America when I was in Japan, [11:42.000 --> 11:50.000] then I had to return to America, and I think that's normal, I mean, it's hard to do something that is [11:50.000 --> 11:59.000] extremely and more than normal on average, then certainly go to places where you can do it, and so do I. [11:59.000 --> 12:04.000] Do you have a lot of colleagues and experts who are also in America, at the faculties? [12:04.000 --> 12:06.000] I didn't hear you, repeat the question. [12:13.000 --> 12:18.000] Well, yes, to tell you the truth, there are, I think, I don't follow it that much, [12:18.000 --> 12:25.000] I see recently a couple of young people appearing here and there, but I'm not an engineer, [12:25.000 --> 12:36.000] I'm more involved in other fields, so there are a lot of young people who are engineers, [12:36.000 --> 12:39.000] but there are very few of us, so to speak. [12:39.000 --> 12:46.000] Here and there, you can find some of our, as far as I know, our professors from the fields of [12:46.000 --> 12:53.000] mass communication, theory of history, film and television, well, maybe two or three, I don't know. [12:53.000 --> 12:57.000] And I'm still asking you, would you go back to Serbia to work, for example, [12:57.000 --> 13:01.000] if you could earn as much here as in America? [13:01.000 --> 13:04.000] Oh, that's a very complicated question. [13:04.000 --> 13:12.000] Well, I doubt I would do that, and I doubt anyone in my area would do that. [13:12.000 --> 13:14.000] It's not just about Serbia, you know. [13:14.000 --> 13:23.000] Simply, if you do those things, you see, this fair has 100,000 participants who bring their latest equipment and show what they have invented, and so on. [13:23.000 --> 13:29.000] Of course, you can decide to have a life in a man's space, to have a life as you want, [13:29.000 --> 13:34.000] but if you make it harder, it's best and most certainly not to leave it, [13:34.000 --> 13:37.000] so that you would go and sit on some other level. [14:26.000 --> 14:30.000] Some production and basic technology, yes, maybe, but this application, let's say, [14:30.000 --> 14:33.000] that's their number to follow from here. [14:33.000 --> 14:39.000] In Belgrade, a national commission was founded for the broad access to the Internet and digital development. [14:39.000 --> 14:45.000] The commission will be focused on ensuring the universal access to the Internet at a higher speed, [14:45.000 --> 14:50.000] which will use up to 40% of the services in Serbia by 2015, [14:50.000 --> 14:54.000] as well as new business models of the private sector, which will enable this. [14:54.000 --> 14:58.000] Colleague Biljana Jovičić, the representative of broad access to the Internet, [14:58.000 --> 15:02.000] spoke with the Secretary General of the International Union for Telecommunications, [15:02.000 --> 15:05.000] Hamadoun Toureoum. [15:05.000 --> 15:10.000] How would Serbia be able to increase the number of users of broad access to the Internet, [15:10.000 --> 15:13.000] and how much later on that field? [15:13.000 --> 15:20.000] Our latest indicators that were published in 2011 by the International Telecommunications Commission [15:20.000 --> 15:27.000] show that Serbia has made significant progress in terms of increasing the use of broad access to the Internet. [15:27.000 --> 15:32.000] Serbia went from 6% of monthly payments, which is the cost of broad access to the Internet, [15:32.000 --> 15:38.000] to 3%, which is lower than the European average, which is 3.5%. [15:38.000 --> 15:43.000] And with the new national commission that was formed, I believe that you will have a great impact on the access [15:43.000 --> 15:47.000] and that you will see positive effects of broad access to the Internet, [15:47.000 --> 15:56.000] because, for example, 10% of the income of such an Internet will bring at least 1.3% of the growth of social gross product. [15:56.000 --> 16:02.000] What are the specific benefits of broad access to the Internet when we talk about the realization of human rights? [16:02.000 --> 16:07.000] More access to the Internet gives opportunities for governments to be more transparent. [16:07.000 --> 16:14.000] The government will have more access to citizens, and it will give citizens more power. [16:14.000 --> 16:17.000] For example, the revolutions in the Arab world. [16:17.000 --> 16:24.000] We also see great opportunities for citizens to realize their rights, such as the right to access information. [16:24.000 --> 16:28.000] This right is a human need, similar to the basic human rights, [16:28.000 --> 16:35.000] because with this you will have greater opportunities to realize other human rights. [16:35.000 --> 16:40.000] What are we actually going to get from the broad Internet? [16:40.000 --> 16:44.000] Well, this activity that the International Union for Telecommunications has been doing, [16:44.000 --> 16:47.000] that is UNESCO, which Mr. Toure spoke about, [16:47.000 --> 16:56.000] should enable the development of future activities related to broadband communications. [16:56.000 --> 17:05.000] The future should be built on all this to reduce the digital gap Mr. Toure spoke about between developed and undeveloped countries, [17:05.000 --> 17:14.000] because it has been shown that the increase in broadband access in a certain country by 10% increases GDP of that country by 1.3%, [17:14.000 --> 17:21.000] employment by 2-3%, productivity by 5-10% and emissions of protective gases by 10%. [17:21.000 --> 17:26.000] And all this will help stimulate innovation and develop new services. [17:26.000 --> 17:30.000] This is something that should be enabled in the coming period, [17:30.000 --> 17:37.000] increasing the speed of traffic between 30 and 100 megabits and then taking over broadband services, [17:37.000 --> 17:44.000] according to this video content, what we talked about earlier, viewing conferences, documents, publications, [17:44.000 --> 17:47.000] so you need to have great speed of traffic for that. [17:47.000 --> 17:51.000] And this is what the goal of the Government of the Republic of Serbia is in a certain way, [17:51.000 --> 17:57.000] to build a nationwide broadband network in the Republic of Serbia, which we will talk about now. [17:57.000 --> 18:02.000] We have started certain activities here as a Republican agency and the Government has formed a commission [18:02.000 --> 18:09.000] that should make the appropriate decisions, because this is something that should enable further development of the Republic of Serbia. [18:09.000 --> 18:18.000] Without this and the inclusion of all infrastructure systems, it will be difficult for us to be in the modern world with broadband access. [18:18.000 --> 18:21.000] When you say the inclusion of infrastructure systems, what do you mean? [18:21.000 --> 18:28.000] Well, I think that all existing infrastructure that the Republic of Serbia has in various public companies should be used, [18:28.000 --> 18:33.000] that the optical network should be enabled, that it should be arranged with it, [18:33.000 --> 18:39.000] but that it should be included in the provision of broadband services to the citizens. [18:39.000 --> 18:43.000] And what specific benefits will the citizens have, for example? [18:43.000 --> 18:50.000] Well, we want to have all these services in a certain way, health, education, economy, voting, [18:50.000 --> 18:54.000] what we will have now is checked, you can check it with SMS. [18:54.000 --> 18:58.000] So, since our market is liberalized, there is competition in all sectors, [18:58.000 --> 19:02.000] that is what should enable the development of this society. [19:02.000 --> 19:07.000] Well, it is clear that the IKT industry is cheaper and more profitable than others, [19:07.000 --> 19:11.000] and its development should stop the brain drain. [19:11.000 --> 19:14.000] So, how do you know that now? [19:14.000 --> 19:17.000] So, all the time it is clear, we have been talking about the same story for years, [19:17.000 --> 19:22.000] we have experts, we have brain drain, we are at the very top of the world, [19:22.000 --> 19:28.000] but in essence there are not so many investments in that sector, so what is the problem? [19:28.000 --> 19:31.000] Well, there is no problem, by raising the broad Internet, [19:31.000 --> 19:34.000] a new infrastructure is being created where time and space are shortened, [19:34.000 --> 19:37.000] let's say there is no longer the distance we had in the earlier period. [19:37.000 --> 19:42.000] So, investing in this infrastructure will certainly help to reduce the brain drain. [19:42.000 --> 19:45.000] That is, let's say, the same thing exists somewhere as a fact, [19:45.000 --> 19:50.000] and speaking of brain drain, brain drain has been present in Serbia for many decades, [19:50.000 --> 19:53.000] and the reasons for its appearance have been different. [19:53.000 --> 19:59.000] I can give a specific example from the 90s, when my generation was going abroad, [19:59.000 --> 20:05.000] in an action in 1985-1986, a total of 50 employees were accepted at the Faculty of Electrical Engineering [20:05.000 --> 20:08.000] for various projects, and that action was probably called [20:08.000 --> 20:11.000] more than 2000 scientists until 2000. [20:11.000 --> 20:18.000] From my group, where I was engaged, from 17 experts, 12 until 1992 ended up in America. [20:18.000 --> 20:21.000] And now, when we look at the statistics of my generation, [20:21.000 --> 20:27.000] since I have a lot of good contracts, from the generation that counted 120 diplomats and engineers, [20:27.000 --> 20:32.000] 10 is a doctor of science abroad, 2 is a doctor of science in Serbia, [20:32.000 --> 20:36.000] 7 is a professor in America, 2 in Europe and 1 in Canada. [20:36.000 --> 20:42.000] Let's say that is somewhere the reason for this brain drain was in all the events of the 90s, [20:42.000 --> 20:50.000] where the course from the 80s turned from 2000 scientists to 2000 scientists abroad after 2000. [20:50.000 --> 20:53.000] Do you have the same colleagues who left? [20:53.000 --> 20:54.000] Yes, of course. [20:54.000 --> 20:56.000] Do you have some younger generation? [20:56.000 --> 21:01.000] Yes, there are, and it somehow became quite normal, it is no longer a sensation. [21:01.000 --> 21:08.000] I grew up with the fact that it is normal to graduate from college and go abroad, [21:08.000 --> 21:12.000] and that it would be nice to be able to live from that job, [21:12.000 --> 21:18.000] that a person can do what he finished, that he can do a field in which he is quite professional. [21:18.000 --> 21:24.000] I think that we should take into account, of course, everything revolves around finance, [21:24.000 --> 21:29.000] but only that investment in personnel, in personnel that educate younger generations, [21:29.000 --> 21:35.000] in personnel, in the possibility of having a faculty that does not have a laboratory. [21:35.000 --> 21:39.000] You do not have the opportunity to show that student what you are telling him, [21:39.000 --> 21:42.000] what you teach him theoretically, what you draw on the boards, [21:42.000 --> 21:46.000] what you show him a slide, some pictures, you make some connections. [21:46.000 --> 21:50.000] You do not have the opportunity to show him what it really looks like. [21:50.000 --> 21:53.000] It is all done with the help of a pen and a piece of paper. [21:53.000 --> 21:56.000] How much did someone put in, how much did someone manage to show, [21:56.000 --> 21:59.000] to get some equipment that will show the student what it looks like. [22:08.000 --> 22:11.000] In any case, it is a much harder way of learning if they do not have the obvious means. [22:11.000 --> 22:17.000] And with such things, when students meet, they still show some knowledge and know how to work.
