[49:10.400 --> 49:16.000] An evolving political military structure, free speech, economic progress, [49:16.000 --> 49:29.840] peace and ethnic minority regions, and basic human rights for all. [49:29.840 --> 49:37.280] Military and governments, the two terms of intertwined in Myanmar's political system since 1962. [49:37.280 --> 49:41.840] But there have been recent reports such as the one by the international crisis group that claim [49:41.840 --> 49:48.400] that major reform is already underway. The report adds that what it calls a semi-civilian government [49:48.400 --> 49:54.080] must be commended for current efforts in order to energize reformists inside the country [49:54.080 --> 50:00.240] to further advocate political and economic restructuring. The pertinent question here is if [50:00.240 --> 50:05.440] reform in the socio-economic and political spheres can be implemented in practice. [50:05.440 --> 50:11.360] Online reformer activists from the 1980 generation who heads the Varhu Development Institute [50:11.360 --> 50:16.400] based in Thailand is optimistic that Myanmar has headed an positive track. [50:16.400 --> 50:23.680] We haven't had democracy for so long since 1960 to all we had was the military rule. [50:24.960 --> 50:30.880] I mean, even current system, you might want to say it's an indirect military rule. [50:30.880 --> 50:38.880] So it's clear that it's better and there's still a lot of hardliners within the government. [50:39.600 --> 50:46.720] But what we're seeing is there are also a lot of reformists, people will reform this agenda, [50:46.720 --> 50:53.920] who really want to change, including the good president. And I think the military has also [50:53.920 --> 51:00.160] taken a step back. He does point out that as with any transition, the future months will be [51:00.160 --> 51:06.400] fought with risks and uncertainties. But that changes have taken place in mentality of leaders [51:06.400 --> 51:10.640] and institutions of governance. With the new constitution, [51:11.360 --> 51:15.600] I mean, it's just like a bit like an experiment. You know, we are a big [51:15.600 --> 51:21.680] coping in the dark. You know, that we've seen the light at the end of the tunnel, the [51:21.680 --> 51:26.560] creation of new institutions, like elections, the power of this. The various [51:26.560 --> 51:31.760] ministry, new ministry, for instance, like we have a ministry of environment, something we [51:31.760 --> 51:39.520] didn't have before. So there is a very healthy kind of debate going on. [51:40.080 --> 51:44.960] David Matheson is senior researcher at Human Rights Watch and has observed the dynamics [51:44.960 --> 51:49.840] between the military and ethnic minority communities for the past many years. [51:49.840 --> 51:54.480] And his primary concern amidst the current climate is a continuing eye and grip of the [51:54.480 --> 51:58.080] military over Myanmar and its ethnic minorities. [51:58.400 --> 52:03.760] The biggest issue I think facing the military and the government, and let's face it, [52:03.760 --> 52:10.560] they're one and the same pretty much, is military reform. I think that's the big [52:12.320 --> 52:18.000] lurking issue that no one's really talking about. And in some ways, it's an interesting [52:19.120 --> 52:22.960] dilemma for them because the role form of military officers. So they come from that culture of [52:22.960 --> 52:27.760] impunity. The government's laid out a fairly ambitious set of priorities, economic reform, [52:27.760 --> 52:34.800] countercorruption, a legislative agenda that includes a trade union law, freedom of assembly [52:34.800 --> 52:40.160] bills, all this stuff is great stuff in theory. And we hope that they're actually very [52:40.160 --> 52:40.960] sincere about it. Over 1900 political prisoners are [53:07.200 --> 53:12.000] purportedly serving decades long sentences in prisons across the country. [53:12.000 --> 53:16.800] But there has been visible movement from the government over the past few months in the areas [53:16.800 --> 53:22.640] of freedom of speech and association. The lifting of the ban on international media outlets, [53:22.640 --> 53:28.720] such as BBC and exile media such as democratic voice of Burma, the publishing of an exile [53:28.720 --> 53:34.880] editors interview, including controversial topics such as political prisoners, and the unprecedented [53:34.880 --> 53:40.960] coverage of protests inside the country. These might seem like insignificant moves to a majority [53:40.960 --> 53:46.160] of the world. But one has to retrace events to just a few years ago in Myanmar, [53:46.160 --> 53:48.000] where such acts were unthinkable. [53:56.560 --> 54:02.000] Stafford Revolution 2007. It was the first time many across the world witnessed a [54:02.000 --> 54:07.440] people's revolution in Myanmar led by its spiritual leaders on their television screens. [54:08.400 --> 54:13.280] When hundreds of thousands of Buddhist monks took to the streets into fines of the then-ruling [54:13.280 --> 54:21.760] junta on August 15, 2007, the world watched with trapidation.
