[03:31.920 --> 03:35.920] And then the bill was put to vote and the bill had sailed through the Rajya Sabha, [03:35.920 --> 03:37.920] though it is yet to come up in the Lok Sabha. [03:37.920 --> 03:43.920] Perhaps, Vishnu, that clear indication was lacking and that is why the chair could not decide which way to go. [03:43.920 --> 03:47.920] The second crisis arose when what to do about the extension of the house, [03:47.920 --> 03:51.920] because speakers were speaking till virtually as late as 11.15 in the night. [03:51.920 --> 03:57.920] The government went to the chairperson, Chairman Mr. Rajya Sabha, and told him at 11.42 [03:57.920 --> 04:01.920] that the government does not want an extension of the session. [04:01.920 --> 04:05.920] What it meant, that barely 15 minutes before the clock would take 12 or midnight, [04:05.920 --> 04:09.920] the chair did not really know which way to go. [04:09.920 --> 04:14.920] The bill does not really die. It remains alive for five months, 29 days. [04:14.920 --> 04:17.920] That means within six months it can be taken up again. [04:17.920 --> 04:22.920] That is good news for the Lokpal bill, that perhaps within six months the debate can start all over [04:22.920 --> 04:26.920] where it had left off in the Rajya Sabha. The adjournments can be taken up. [04:26.920 --> 04:31.920] But there is a right, Vishnu, that perhaps given the fact that it is a contentious bill [04:31.920 --> 04:36.920] and the Lokpal and the budget session is a very crucial session for the government, [04:36.920 --> 04:40.920] perhaps the government's first indication which we have got is that budget first, Lokpal next. [04:40.920 --> 04:47.920] So that is why the second half could well be the time of the budget when the Lokpal bill can come up. [04:47.920 --> 04:51.920] In the eye of the storm, the government says the Lokpal bill is not in cold storage. [04:51.920 --> 04:57.920] But as Sandeep Pukan explains, the budget session in March comes with its own complications. [04:57.920 --> 05:02.920] The UP never had the numbers to push through the Lokpal bill in the Rajya Sabha. [05:02.920 --> 05:07.920] The picture was further complicated by the Trinamool Congress who refused to support the government bill. [05:07.920 --> 05:12.920] But predictably for the government, the BJP became the main villain of the peace. [05:12.920 --> 05:19.920] So does all this effectively mean that the Lokpal bill has been put to sleep at the stroke of midnight? [05:19.920 --> 05:24.920] For the record, the government says it will try to revive the bill in the next session of Parliament, [05:24.920 --> 05:27.920] in the budget session of Parliament. But the key question is, [05:27.920 --> 05:33.920] will the government bring such a controversial bill that may end up the political class, [05:33.920 --> 05:41.920] especially at a time when it has to pass important economic legislations like the budget and the food security bill? [05:41.920 --> 05:43.920] That's the key question. [05:43.920 --> 05:47.920] In a decisive setback to the Army Chief General V. K. [06:49.920 --> 06:55.920] But it is his personal honour that he is fighting for because he says or the Army believes [06:55.920 --> 07:00.920] that if the Chief of Army Staff's age is being doubted, what he has stated is being doubted, [07:00.920 --> 07:06.920] then you are doubting the Chief's intention and the entire office of the Chief of Army Staff is under a cloud. [07:06.920 --> 07:11.920] So it's basically a question of personal honour that the Chief has been fighting for.
