[33:05.400 --> 33:09.480] All right Brian well with the winter rains yet to come it's hard to imagine that this was [33:09.480 --> 33:16.120] the scene in the Delta just five years ago 2006 came in with a huge storm that sent the [33:16.120 --> 33:21.000] Sacramento River spilling its banks flooding thousands of acres and hundreds of homes [33:21.000 --> 33:25.720] now state planners are warning that more than the levees are substandard and without billions [33:25.720 --> 33:31.400] of dollars of repairs they represent a danger to lives, agriculture and drinking water supplies. [33:31.400 --> 33:36.680] Cronford's Catherine Heenan has details. The damage was easily visible from space. [33:36.680 --> 33:40.680] You can see the Sacramento River spread out over the surrounding countryside. [33:40.680 --> 33:44.840] The warnings have been coming in for years. There are two kinds of levees. Those that have [33:44.840 --> 33:49.480] failed, those that will fail. Now the state has released its first comprehensive plan [33:49.480 --> 33:55.480] for fixing the aging flood control system. There are about 1500 miles of levees in the Sacramento [33:55.480 --> 34:01.480] River Basin more than half are classified as higher concern. The report was commissioned after [34:01.480 --> 34:07.000] the hurricane Katrina disaster. It says that New Orleans is now protected from the kind of flood [34:07.000 --> 34:14.200] that could come once in 250 years. St. Louis is protected from a once in 500 years storm. [34:14.200 --> 34:20.840] For Sacramento, it's a once in 85-year storm. Fixing all of that will take money, of course. [34:20.840 --> 34:26.040] Five years ago, voters approved a $5 billion bond measure about half the money has been [34:26.040 --> 34:32.520] spent bringing the levees system into the 21st century. The latest estimate, another 12 billion [34:32.520 --> 34:37.960] will be needed to finish the job. The central valley flood protection board has until June [34:37.960 --> 34:43.240] to approve that plan. A Georgia woman says that her two brothers successfully escaped from [34:43.240 --> 34:48.440] Alcatraz years ago. Marie Angland wideners says that her brothers are two of the three men [34:48.440 --> 34:54.120] credited with the only escape from Alcatraz. She says that they robbed and Alabama bank with a [34:54.120 --> 34:59.480] toy gun back in 1958. They were captured, but kept trying to escape from prison. So they were [34:59.480 --> 35:05.960] sent to Alcatraz. She believes that they're still alive today. One of the architects said the design responds to the unique physical and [36:11.240 --> 36:16.280] urban terrain of San Francisco. Some have mixed feelings about how it's going to look. [36:16.280 --> 36:22.760] The first time I looked for the museum, I imagined it to be unique building. It didn't really stand [36:22.760 --> 36:26.920] down the first time. I had to ask people and they're like, oh, it's my idea across the street. [36:26.920 --> 36:33.080] I was like, oh, okay, really? So I think, like, as a tourist from Farland, I was seeing this building [36:33.080 --> 36:37.720] Oh, immediately, I thought you guys, oh, yeah, it's the museum for the modern ice. For 57 year old James Davis of Kansas using a credit card to buy this computer [39:53.640 --> 39:59.720] in some furniture is haunting him in ways he never imagined. In 2008 when the economy went south, [39:59.720 --> 40:05.560] Davis lost his job and fell behind on bills. The creditor took him to court. Davis admits he didn't [40:05.560 --> 40:10.920] show up and a bench warrant was issued. But he says he thought he rectified the situation by reaching a [40:10.920 --> 40:17.400] pay plan agreement until he was arrested in January. I was confused. Of course, I was humiliated. [40:21.000 --> 40:26.600] Somewhat, uh, men on this road, I guess you could say. Davis spent several hours in jail [40:26.600 --> 40:33.080] before getting out on $250 bond. But he's now suing for unfair debt collection practices. [40:33.080 --> 40:38.760] The creditor refutes that in illegal response to the suit writing, the bench warrant was not issued [40:38.760 --> 40:44.120] for failure to make payments on the payment plan, but was issued for civil contempt for disobeying [40:44.120 --> 40:50.680] court orders. Outside of this case, Illinois Attorney General Lisa Madigan says there are others [40:50.680 --> 40:55.880] where people in debt are not aware that creditors are taking them to court and wind up arrested [40:55.880 --> 41:01.320] for not meeting a court date. It's a chain reaction that begins when they fail to pay their bills. [41:01.320 --> 41:05.720] In Illinois, and unfortunately, my understanding is in other states in this country. There are people [41:05.720 --> 41:10.920] who are being put into prison right now because they're poor, essentially. Madigan says there [41:10.920 --> 41:16.280] are no hard numbers, and these kinds of cases are on track nationwide. But she worries about [41:16.280 --> 41:21.160] complaint she's receiving. A lot of it stems from what's known as debt buying. So their debt [41:21.160 --> 41:26.440] buyers out there who are purchasing debt, and then again, they're using terribly aggressive [41:26.440 --> 41:32.440] and illegal, you know, tactics to collect it. But a trade group representing debt collector [41:32.440 --> 41:38.200] says going to court to collect debt is a last resort. And a spokesman disputes the claim that [41:38.200 --> 41:43.720] people are going to jail for their debt debtors prisons are illegal in the United States. And so [41:43.720 --> 41:50.200] we're not seeing a return to debtors prisons. What we are seeing is that somebody who owes [41:50.200 --> 41:56.760] a debt. And after many, many attempts to try to collect that debt, the creditor or the collector [41:56.760 --> 42:02.840] has taken the consumer to court. James Davis has a warning for others who have on paid bills. [42:02.840 --> 42:11.880] If you have proper notice from a creditor, and they are attempting to take you to court [42:11.880 --> 42:17.960] over that debt to pay very, very close attention to it.
