[00:50.720 --> 00:55.120]  water. An East Bay Mud spokeswoman says the rupture is also affecting the
[00:55.120 --> 01:00.760]  nearby ConocoPhillips Refinery and CNH Sugar. Crews have shut off that 24-inch
[01:00.760 --> 01:05.080]  line and the water is now leaking into Rodale Creek. Many residents say the

[24:57.440 --> 25:02.440]  talked to were unaware of it but they did have a reaction to that. More on that
[25:02.440 --> 25:06.440]  later. First, here's what's going on. Google has launched an online flight
[25:06.440 --> 25:11.440]  fare finder service. You can find it at google.com backslash flights.
[25:11.440 --> 25:15.440]  It's their version of Expedia, Orbitz, Travelocity or Kayak. You just put in the
[25:15.440 --> 25:20.440]  cities you want to fly to and from and Google lists out the prices of that
[25:20.440 --> 25:24.440]  flight. They compare the airlines to find you the cheapest ticket. If you click on
[25:24.440 --> 25:28.440]  those ticket prices you are taken directly to the airlines website to
[25:28.440 --> 25:31.440]  purchase the tickets. I thought the service was great. I found it really fast
[25:31.440 --> 25:35.440]  and easy to use. But here's the problem. Now that Google has an online travel
[25:35.440 --> 25:39.440]  service it puts Google in direct competition with sites like Expedia,
[25:39.440 --> 25:44.440]  Hotwire, Travelocity, Orbitz, Kayak and Priceline. And those websites are
[25:44.440 --> 25:48.440]  claiming that when you do a basic search for travel on google.com, something
[25:48.440 --> 25:53.440]  like flights from San Francisco to New York, Google puts its flights fare
[25:53.440 --> 25:58.440]  service higher within the results than the other online travel websites. Before
[25:58.440 --> 26:02.440]  Google offered their new service, sites like Orbitz and Expedia would be up at
[26:02.440 --> 26:06.440]  the top of the results. These middlemen online travel sites depend on some of
[26:06.440 --> 26:11.440]  their traffic coming from generic travel searches through Google's search site.
[26:11.440 --> 26:15.440]  So they're upset and feel it's unfair that they have been pushed down in the
[26:15.440 --> 26:19.440]  list of results. In a statement Google sent to me, they said this, like any
[26:19.440 --> 26:23.440]  other partner, Google needs to honor the airline's distribution decisions with
[26:23.440 --> 26:27.440]  the flight search feature. That means we currently can only show airlines in the
[26:27.440 --> 26:32.440]  booking links. We're exploring advertising opportunities within the page to
[26:32.440 --> 26:36.440]  showcase other partners. So it sounds like Google will try to make it a little
[26:36.440 --> 26:40.440]  more fair for their competitors in the near future. This could turn into a
[26:40.440 --> 26:44.440]  Department of Justice antitrust issue. There could be a big lawn and drawn out
[26:44.440 --> 26:47.440]  lawsuit. We'll have to wait and see how this shakes out. Here at SFO I talk to
[26:47.440 --> 26:51.440]  travelers about all of this and several people brought up a good point. People
[26:51.440 --> 26:56.440]  who use Kayak, Orbitz, Expedia, Travelocity, these types of sites, often they
[26:56.440 --> 27:00.440]  just go to those websites to do their travel shopping. They don't find those
[27:00.440 --> 27:04.440]  sites through a Google search so they'll just keep doing what they're doing
[27:04.440 --> 27:09.440]  unaffected. Google Fairfinder is just now another of the dozen online travel

[30:05.440 --> 30:09.440]  to the Bay Area this morning. That flight was going to Oakland from Santa Monica.
[30:09.440 --> 30:14.440]  The FAA says that air traffic controllers lost radio contact with the plane near
[30:14.440 --> 30:18.440]  Ventura. They sent the jets as a precaution. Air traffic controllers
[30:18.440 --> 30:21.440]  eventually got into contact with the plane and the jets were called off. That
[30:21.440 --> 30:25.440]  plane landed in Oakland without incident. Oakland police are still searching for
[30:25.440 --> 30:28.440]  the person who shot and killed a five-year-old Friday night. Now they're
[30:28.440 --> 30:33.440]  offering a reward. Gabriel Martinez Jr. was with his family at the taco truck
[30:33.440 --> 30:36.440]  that they own on International Boulevard. Police say that the suspect ordered a
[30:36.440 --> 30:41.440]  taco, started eating, then just started shooting. Gabriel was hit in the stomach.
[30:41.440 --> 30:44.440]  Police do not know why the man opened fire there, teaming up with
[30:44.440 --> 30:48.440]  prime stoppers to offer a $25,000 reward for his arrest.
[30:48.440 --> 30:52.440]  There are several new laws that go into effect today. Cronfor's

[32:48.440 --> 32:53.440]  mid-50s, and we're going to see more warm weather continue for the next few days.

[33:08.440 --> 33:14.440]  that this was the scene in the Delta just five years ago. 2006 came in with a
[33:14.440 --> 33:18.440]  huge storm that sent the Sacramento River spilling its banks, flooding
[33:18.440 --> 33:22.440]  thousands of acres and hundreds of homes. Now state planners are warning that
[33:22.440 --> 33:26.440]  more than the levees are substandard, and without billions of dollars of repairs,
[33:26.440 --> 33:31.440]  they represent a danger to lives, agriculture, and drinking water supplies.
[33:31.440 --> 33:33.440]  Cronford's Kathryn Heenan has details.
[33:33.440 --> 33:38.440]  The damage was easily visible from space. You can see the Sacramento River spread
[33:38.440 --> 33:42.440]  out over the surrounding countryside. The warnings have been coming in for years.
[33:42.440 --> 33:46.440]  There are two kinds of levees, those that have failed and those that will fail.
[33:46.440 --> 33:50.440]  Now the state has released its first comprehensive plan for fixing the aging
[33:50.440 --> 33:55.440]  flood control system. There are about 1,500 miles of levees in the Sacramento
[33:55.440 --> 34:00.440]  River basin. More than half are classified as higher concern. The report was
[34:00.440 --> 34:05.440]  commissioned after the Hurricane Katrina disaster. It says that New Orleans is now
[34:05.440 --> 34:10.440]  protected from the kind of flood that could come once in 250 years. St. Louis is
[34:10.440 --> 34:17.440]  protected from a once-in-500-year storm. For Sacramento, it's a once-in-85-year
[34:17.440 --> 34:22.440]  storm. Fixing all of that will take money, of course. Five years ago, voters approved
[34:22.440 --> 34:27.440]  a $5 billion bond measure. About half the money has been spent bringing the levee
[34:27.440 --> 34:32.440]  system into the 21st century. The latest estimate, another $12 billion will be
[34:32.440 --> 34:34.440]  needed to finish the job.
[34:34.440 --> 34:39.440]  The Central Valley Flood Protection Board has until June to approve that plan.
[34:39.440 --> 34:44.440]  A Georgia woman says that her two brothers successfully escaped from Alcatraz years
[34:44.440 --> 34:48.440]  ago. Marie Anglin-Widner says that her brothers are two of the three men credited
[34:48.440 --> 34:53.440]  with the only escape from Alcatraz. She says that they robbed an Alabama bank
[34:53.440 --> 34:58.440]  with a toy gun back in 1958. They were captured but kept trying to escape from
[34:58.440 --> 35:03.440]  prison, so they were sent to Alcatraz. She believes that they're still alive today.
[35:03.440 --> 35:09.440]  The only reason they put them in Alcatraz was because they could not keep them
[35:09.440 --> 35:13.440]  anywhere else. They put them, they kept getting away. We know they're okay.
[35:13.440 --> 35:18.440]  Widener plans to come to San Francisco to mark the 50th anniversary of their
[35:18.440 --> 35:22.440]  escape this summer. The San Francisco Museum of Modern Art is moving ahead with
[35:22.440 --> 35:28.440]  its expansion plans. Here is a picture of before and after the expansion.
[35:28.440 --> 35:31.440]  While the Planning Commission has already approved the environmental impact
[35:31.440 --> 35:35.440]  report, Cron 4's Reggie Kumar shows people the new face of downtown San
[35:35.440 --> 35:40.440]  Francisco. SFMOMA officials tell Cron 4 when they first moved into the current
[35:40.440 --> 35:46.440]  facilities in 1995, the museum housed 12,000 works. Since then, the collection
[35:46.440 --> 35:51.440]  has doubled in size and attendance has tripled. That's why the new gallery is
[35:51.440 --> 35:55.440]  needed. It will be constructed between Minna and Howard Streets and connect to
[35:55.440 --> 35:59.440]  the rear of the museum. Officials say once the new buildings open, they will
[35:59.440 --> 36:05.440]  have 130,000 square feet of space to enhance exhibits and expand educational
[36:05.440 --> 36:10.440]  programs. One of the architects said the design responds to the unique physical
[36:10.440 --> 36:15.440]  and urban terrain of San Francisco. Some have mixed feelings about how it's going
[36:15.440 --> 36:20.440]  to look. The first time I looked for the museum, I didn't, I imagined it to be a
[36:20.440 --> 36:24.440]  unique building. It didn't really stand out the first time. I had to ask people
[36:24.440 --> 36:27.440]  and they're like, oh, it's right there across the street. I was like, oh, okay,
[36:27.440 --> 36:32.440]  really? So I think, like, as a tourist from far away and I would see this
[36:32.440 --> 36:36.440]  building, I would immediately like, recognize, oh yeah, it's the museum for
[36:36.440 --> 36:39.440]  the modern arts. It's not exactly the most beautiful building that I've ever
[36:39.440 --> 36:43.440]  seen, but San Francisco's known for stepping outside of the box a little bit,
[36:43.440 --> 36:47.440]  so I don't think it's a horrible addition. If all goes as planned, the new
[36:47.440 --> 36:54.440]  museum will open up behind the existing one in 2016. The price tag, $555 million.
[36:54.440 --> 36:59.440]  Nearly all of the funding is being raised through a private endowment. This

[39:33.440 --> 39:38.440]  A Kansas man is paying a stiff price for furniture he bought back in 2008. He
[39:38.440 --> 39:42.440]  didn't pay his credit card bills and wound up in jail. And now he's warning
[39:42.440 --> 39:48.440]  others to pay attention when creditors take legal action. Mary Snow has more.
[39:48.440 --> 39:53.440]  For 57-year-old James Davis of Kansas, using a credit card to buy this computer
[39:53.440 --> 39:58.440]  and some furniture is haunting him in ways he never imagined. In 2008, when the
[39:58.440 --> 40:03.440]  economy went south, Davis lost his job and fell behind on bills. The creditor
[40:03.440 --> 40:07.440]  took him to court. Davis admits he didn't show up and a bench warrant was issued.
[40:07.440 --> 40:11.440]  But he says he thought he rectified the situation by reaching a pay plan
[40:11.440 --> 40:14.440]  agreement until he was arrested in January.
[40:14.440 --> 40:23.440]  I was confused. Of course, I was humiliated, somewhat mentally disrobed, I
[40:23.440 --> 40:28.440]  guess you would say. Davis spent several hours in jail before getting out on $250
[40:28.440 --> 40:33.440]  bond. But he's now suing for unfair debt collection practices. The creditor
[40:33.440 --> 40:38.440]  refutes that in a legal response to the suit, writing, the bench warrant was not
[40:38.440 --> 40:42.440]  issued for failure to make payments on the payment plan, but was issued for
[40:42.440 --> 40:47.440]  civil contempt for disobeying court orders. Outside of this case, Illinois
[40:47.440 --> 40:52.440]  Attorney General Lisa Madigan says there are others where people in debt are not
[40:52.440 --> 40:56.440]  aware that creditors are taking them to court and wind up arrested for not
[40:56.440 --> 41:00.440]  meeting a court date. It's a chain reaction that begins when they fail to
[41:00.440 --> 41:01.440]  pay their bills.
[41:01.440 --> 41:04.440]  In Illinois, and unfortunately my understanding is in other states in this
[41:04.440 --> 41:08.440]  country, there are people who are being put into prison right now because they're
[41:08.440 --> 41:12.440]  poor, essentially. Madigan says there are no hard numbers, and these kinds of
[41:12.440 --> 41:17.440]  cases are on track nationwide. But she worries about complaints she's receiving.
[41:17.440 --> 41:21.440]  A lot of it stems from what's known as debt buying. So there are debt buyers out
[41:21.440 --> 41:26.440]  there who are purchasing debt, and then again, they're using terribly aggressive
[41:26.440 --> 41:32.440]  and illegal tactics to collect it. But a trade group representing debt collectors
[41:32.440 --> 41:37.440]  says going to court to collect debt is a last resort, and a spokesman disputes
[41:37.440 --> 41:40.440]  the claim that people are going to jail for their debt.
[41:40.440 --> 41:45.440]  Debtors' prisons are illegal in the United States, and so we're not seeing a
[41:45.440 --> 41:50.440]  return to debtors' prisons. What we are seeing is that somebody who owes a debt,
[41:50.440 --> 41:56.440]  and after many, many attempts to try to collect that debt, the creditor or the
[41:56.440 --> 41:58.440]  collector has taken the consumer to court.
[41:58.440 --> 42:02.440]  James Davis has a warning for others who have unpaid bills.
[42:02.440 --> 42:11.440]  If you have proper notice from a creditor, and they are attempting to take you to
[42:11.440 --> 42:15.440]  court over that debt, to pay very, very close attention to it.
[42:15.440 --> 42:20.440]  In response to complaints, the Federal Trade Commission says it's been encouraging
[42:20.440 --> 42:25.440]  states to make sure that consumers are notified if they are supposed to appear
